I cannot tell you how many times I have come across this same issue. It seems that people think that all it takes is a little (emphasis on little!)dirt and a big box purchased plant and viola! a garden!!! Nature is VERY finicky sometimes. Sometimes it takes a special plant to grow in that special place. Talk to a pro! We would typically be delighted to give a bit of free advice on what you can do.
